The Institute was established by the Federal government in 1944 with the purpose of research and consultancy in the area of population health and healthcare management. Now the institute developing evidence-based approaches and methodology for improving of healthcare system efficiency and population health on the basis of population health monitoring and forecasting, assessment of medical technologies and healthcare interventions, proactive planning of healthcare management and implementation of innovative technologies. This also includes increase awareness and timely education of healthcare practitioners and managers on the basis in the Institute’s Educational Center.
The research departments of the Institute cover the following areas: population health research and monitoring; strategic analysis; economic research in health care and HTA methodology. Center for Higher and Additional Professional Education provides courses from 72 to 504 hours and produces 300+ graduates in medical statistics and healthcare management annually. Russian WHO Collaboration Center for Family of International Classifications (WHO FIC CC) is affiliated with the institute providing sound basis for population health analyses (ICD, ICF) and health technology assessment (ICHI). The institute collaborates with multiple national and regional research institutions and high medical schools as well as participating in international cooperation and networks (PPRI WHO CC, Piperska Growp).

Federal Budget (about 80%) and contracts for consultancy services with diffetrent clients including public and private organizations (less than 20%).
